Joint Powers Authorities Counsel and Defense

Murphy, Campbell, Alliston & Quinn has advised and represented joint powers authorities since 1994, initially as coverage counsel for insurance JPAs and increasingly as general counsel to JPA boards. We work for JPA governing bodies drafting or advising regarding contracts and compliance with laws governing such entities, such open meeting and public records laws. Our lawyers serve as outside general counsel to Schools Insurance Authority (SIA, California’s original self-insured risk pool JPA), California Transit Indemnity Pool (CalTIP), the California Mental Health Services Authority (CalMHSA, a joint powers authority of California counties), the Northern California Special Districts Insurance Authority (NCSDIA), the Municipal Insurance Cooperative (MIC), the Marin Schools Insurance Authority (MSIA), and the San Mateo County Schools Insurance Group (SMCSIG).
